Barbara Fuller is the Assistant Director for Ethics, and the Deputy Ethics Counselor for the National Human Genome Research Institute (NHGRI) at the National Institutes of Health. She received her B.A. degree from the University of Maryland, College Park, and her J.D. degree from the University of Maryland School of Law.

Mrs. Fuller directs the development and maintenance of a comprehensive professional ethics program designed to assist staff members meet the requirements of the statutes and regulations governing behavior of employees of the federal government. The NHGRI program provides leadership, guidance and advice to the NHGRI community.
